Debbie Bywater has been appointed to the post of Chief Information Officer (CIO) for Midlands and Lancashire CSU. The CIO appointment signals the CSU commitment to strengthen technology and transform the way we provide information and intelligence.
The CIO role is there to ensure effective IT infrastructures, business systems, and business intelligence, to support and enable service delivery of our full range of services.
The new role will drive an integrated approach and an informed vision of how ICT strategy could support transformational change. It will lead the Informatics and Intelligence workforce to innovate and develop as well as ensure effective operational delivery.
Debbie’s experience combines a background in informatics at national and local level with experience in leading transformation in health care. In her leadership role at North West CSU, she is very familiar with managing significant change programmes and appreciates the ambitions of NHS commissioners to equip staff and clients with the tools they need – from ICT equipment to digital solutions for data.
This appointment confirms our commitment to improving technology and building Informatics and Intelligence approach that works for our CCGs. We know this is a key area for CCGs to enable local developments and also a CSU priority for business improvement.
This is a key transformation agenda and the national and local expectations defined by the NHSE Information Boards Framework for Action and the Five Year Forward View as well as integration with Local Authorities creates very high expectations.

Debbie will officially take up her post on the 20th August as she ensures handover of transition arrangements for NWCSU.
