CCG’s in Merseyside and parts of Cheshire undertook a thorough review of suites of policies in two phases effectively communicating outcomes to stakeholders
Background
Clinical commissioning groups (CCGs) across Merseyside and parts of Cheshire were conducting a review of mainly non-life threatening treatment policies so they met the latest NICE guidance and harmonised access criteria across local geographies to remove inequity and ‘postcode lottery’. This project reviewed 54 treatment policies in two phases across three suites of policies.
Action
We:
Project managed the communications and engagement workstream, across the CCGs, building networks and co-ordinating messages and activity
Established and managed working groups and managed the policy changes and engagement activity through the CCGs’ internal governance processes
Reviewed the treatment policies in tranches to inform the approach to communications and engagement
Translated the policies into plain English
Produced consultation materials, including Easy Read versions
Designed and hosted the survey, undertaking targeted stakeholder engagement, analysing and reporting on feedback in a series of reports of findings
Provided assurance to CCG governing bodies around the engagement process
(Following consultation) developed communication plans to inform the public and patient groups of the new policies.
Impact
Reviewed suites of policies to date and undertook public consultations for each
Produced a suite of consultation materials tailored to the local audience
Policies ratified by the respective Governing Bodies with the outcomes communicated across key stakeholders
Commissioned to review successive suites of policies in 2018-19 and 2019-20.
