Frameworks are a key tool for NHS, public and third-sector commissioners, providing an efficient way to procure goods and services from a list of pre-approved suppliers. These frameworks come with agreed-upon terms, conditions and legal protections, making the procurement process smoother and more secure.

But what exactly is a framework?

In essence, a framework is a pre-arranged agreement that allows buyers to choose from a selection of suppliers who have met specific criteria. These frameworks are often divided into ‘lots’ based on the type of product or service, and sometimes even by region. This structure enables suppliers with specialised offerings, sometimes tailored to specific geographic areas, to bid for the lot that best fits their capabilities.

The number of suppliers within a framework can vary greatly. Some frameworks may include only one supplier providing complex, end-to-end services, while others are designed to accommodate thousands of potential bidders. The lifespan of a framework typically ranges from one to four years, after which it is re-tendered, allowing new suppliers the opportunity to join.

With the introduction of the new Procurement Act, frameworks are set to evolve, offering even greater flexibility for both buyers and suppliers. However, it’s important to note that existing frameworks will remain valid until their expiry dates, even if that date is after October 2024.

Spotlight on Crown Commercial Services Frameworks

Crown Commercial Services Frameworks are pre-tendered agreements with various suppliers, providing a wide range of goods and services. NHS and public sector commissioners can use these frameworks to make purchases either through direct awards or mini-competitions among the listed suppliers. These frameworks are designed to help the NHS and public sector achieve significant commercial savings, with all suppliers undergoing due diligence checks and regular audits to ensure compliance.

Some of the popular CCS frameworks frequently used include:

– RM6161: Provision of Clinical and Healthcare Staffing

– RM6277: Non-Clinical Staffing

– RM1557.13: G-Cloud 13 – an online catalogue for cloud-based services, hosting, software, and cloud support.
